DESCRIPTION:EOSC EDEN has released its first survey to learn more on how digital preservation professionals across the globe currently work\, and we need input from as many organisations as possible. As the work of this task force is closely related to the work of EOSC EDEN\, we would really appreciate if you can fill out the survey or send it onwards to your colleagues and contacts that are working in the domain of digital preservation. \nA little bit more context: \nWe are keen to understand the existing frameworks\, guidelines and practices for identification\, selection and appraisal of data for “long-term” preservation – and what “long term” means in different organisational and professional settings.  This is an important area where sharing knowledge can make a meaningful impact as digital preservation continues to grow as a diverse field and community. \nTo that end\, we’re running an inquiry to gather\, compare and evaluate current knowledge and practice.  We need your help to gain a more comprehensive picture of these frameworks\, guidelines and practices in the field.  Written from the perspective of digital preservationists working within the sector\, we have created a short and focused survey which should take no more than about five to seven minutes to complete. \nWhether you work in research\, cultural heritage\, industry\, or another sector\, and whether you are part of a large organisation or a small team\, we would like to hear from you. The survey is suitable for members of staff at any level in the organisation and does not ask for any sensitive information. Multiple responses from the same organisation are welcome. We hope that\, as colleagues across the digital preservation world\, you will take a few minutes to share information with us about your current practices\, and the guidelines and frameworks that inform your decisions. \nThe survey is open until 30 June 2025. DESCRIPTION:UNESCO in partnership with the Committee on Data (CODATA) is launching a consultation to explore how the principles of open science could guide efficient policies for data sharing in times of crisis.\n\n\n\nAs the Covid-19 pandemic and subsequent disasters and geopolitical conflicts have revealed\, deficiencies in the capacity of science to integrate data readily and efficiently into crisis preparation\, response\, and recovery policy and actions significantly limit the capacity of scientists and policymakers to have full information. \nUNESCO has partnered with the Committee on Data (CODATA) of the International Science Council (ISC) to explore how the principles of open science as outlined in the 2021 UNESCO Recommendation on Open Science could guide efficient and effective policies for data sharing in times of crisis taking into account existing international policies and action frameworks. \nThe UNESCO-CODATA Data Policy for Times of Crisis Facilitated by Open Science (DPTC) project aims at developing guidance and tools for data policy required to address crises within the framework of the UNESCO Open Science Recommendation. SUMMARY:Call for inputs: Global Consultation on the Draft Principles of Open Science Monitoring
DESCRIPTION:As part of the ongoing efforts to advance open science monitoring in alignment with the 2021 UNESCO Recommendation on Open Science\, UNESCO is calling for inputs and comments from all the regions and interested stakeholders on the Draft Principles for Open Science Monitoring.\nDeadline for inputs: 30 November 2024 \nBy adopting the 2021 UNESCO Recommendation on Open Science\, countries made a collective commitment to transparency\, collaboration and inclusivity in the advancement of open science globally. \nThey also committed to regularly monitor and evaluate the impacts of open science policies\, mechanisms\, initiatives and incentives using a combination of quantitative and qualitative approaches and to develop strategies to monitor the effectiveness and long-term efficiency of open science which include a multistakeholder participatory approach. \nAs demonstrated in the UNESCO Open Science Outlook (see “Monitoring openness and opening monitoring” below)\, open science is not an end in itself\, but a means towards fairer\, more equitable\, diverse and inclusive research systems globally. It is therefore important to understand and monitor the degree of openness of not only scientific articles or data but also across all the pillars of open science and across all the stages of the scientific cycle. A combination of open qualitative and quantitative assessments\, as well as innovations in the understanding of and response to change\, will be needed for a monitoring system for open science that itself adheres to the values and principles of open science.

SUMMARY:Consultation on the EOSC Federation Handbook
DESCRIPTION:We are pleased to share with you the draft of the first three chapters of the EOSC Federation Handbook. \nThe writing of the text has been coordinated by the EOSC Association and supported by the EOSC Focus project\, following the task assigned by the Tripartite Group (a sub-group of the EOSC Partnership’s Tripartite Governance) to draft “a single reference document describing the EOSC Federation\, its operational structure and responsibilities\, its legal and governance framework\, and its technical operations”. \nThe first version of the EOSC Federation Handbook covers the build-up phase of the Federation in 2025 and 2026. The first three chapters describe the purpose\, initial governance and organisational structure of the Federation. \nAlso in preparation\, but not yet completed\, are chapters 4\, 5 and 6\, to be developed and released for consultation in the coming months. These chapters will address operational aspects\, services and policies of the EOSC Federation\, and the chapter outlines are included in the present consultation. \nOnce completed\, the first iteration of the Handbook will serve as a guide for the initial implementation of EOSC Nodes and the Federation as a whole. \nThe deadline to provide feedback on the first three chapters of the EOSC Federation Handbook is 31 October 2024 (23:59 CET).

DESCRIPTION:In the context of its role in the Tripartite Group\, EOSC-A is leading on the drafting of the EOSC Federation Handbook\, which will comprehensively address the purpose\, structure\, governance\, architecture and operations of the EOSC Federation. \nThe EOSC Federation Handbook is being written collaboratively with weekly meetings of the writers and monthly meetings with the reviewers and the Tripartite Group. \nThe first three chapters of the EOSC Federation Handbook addressing\, respectively\, the “Purpose”\, “Governance and legal framework”\, and “Operational structure and responsibilities” of the EOSC Federation have been drafted following this process\, and will be made available for a community consultation from 16-26 September 2024. \nThe results of this consultation will be presented at the EOSC Symposium 2024 in Berlin and integrated into the initial chapters of the Handbook\, which will be submitted for endorsement at November’s European Tripartite meeting.

DESCRIPTION:The EOSC Association Board of Directors has drafted a Multi-Annual Roadmap (MAR) for 2026-2027\, outlining priority activities for implementing EOSC at the European\, national\, and institutional levels. A three-week consultation to gather community feedback on the draft MAR opened today and will run through 22 September 2024 (23:59 CEST). Submit your feedback here. \nThe EOSC Association periodically updates the MAR to define a set of actions and outcomes in line with the latest technical and policy framework developments. The MAR is a part of the EOSC Partnership’s Strategic Research and Innovation Agenda (SRIA)\, a document co-owned by the EOSC Association and the European Commission that defines the general framework for future research\, development\, and innovation activities in relation to EOSC.

SUMMARY:Open Consultation: Crafting a vision for European Repositories
DESCRIPTION:In January 2023\, OpenAIRE\, LIBER\, SPARC Europe\, and COAR unveiled a joint strategy to strengthen the European repository network. This aim is to further strengthen the open science landscape in Europe by reinforcing and enhancing repositories across Europe by emphasizing their value\, spreading best practices\, and supporting the establishment of national networks. \nOpen Consultation – European Repository Strategy\nAs the first step\, a comprehensive survey of the European repository landscape was conducted from February to March 2023. The survey revealed that European repositories collectively acquire\, preserve\, and provide open access to tens\, if not hundreds\, of millions of valuable research outputs\, serving as critical\, non-profit infrastructure in the European open science landscape. However\, the survey also identified several areas needing improvement. \nSpecifically\, repositories face three primary challenges: \n\nMaintaining up-to-date\, highly functional software platforms.\nImplementing consistent and comprehensive best practices in metadata\, preservation\, and usage statistics.\nAchieving appropriate visibility in the scholarly ecosystem.\n\nCrafting a Vision for European Repositories\nBased on these findings\, it was agreed to prepare a position paper outlining our collective vision for the future of repositories in Europe. To achieve this\, we are seeking input from various communities to gather insights and feedback. This open consultation is specifically designed to collect input from a variety of stakeholder communities\, and your participation is vital. \nWe can’t do it alone—we need YOUR insights and feedback to shape this vision. \n\nGive us your input\n\nYour valuable contributions will help to inform the initial draft of the position paper\, which will be refined through focus groups. Together\, we can build a stronger\, more connected European repository network.

DESCRIPTION:The Guidelines for creating a user tailored EOSC Compliant PID Policy (D3.3) formulates 16 guidelines for helping PID Managers to formulate an EOSC compliant PID policy. \nThe main source for the guidelines are the outcomes of the compliance assessment of the EOSC PID policy. Other sources of best practice are a review of national and institutional PID policies\, outputs and recommendations of the Research Data Alliance (RDA)\, review of PID Stack documentation and published use of PIDs in workflows and specific use cases. \nThe results provided by the report are relevant for all actors in the PID Ecosystem\, such as PID Service Providers\, PID Owners\, PID Authorities and PID Standards Bodies. The main target group\, however\, are PID Managers\, who have the responsibility to maintain the integrity of the relationship between entities and their PIDs. PID Managers may include a provider of a data repository\, a data catalogue\, or a research workflow system. \nThis deliverable is opened for the external community review as well as review in the ongoing FAIR-IMPACT support programme Creating EOSC compliant Persistent Identifier (PID) policies. SUMMARY:Questionnaire for parties interested in contributing to the build-up phase of the EOSC Federation
DESCRIPTION:The construction of the future EOSC has entered an important phase. The EOSC EU Node is expected to be presented to the scientific community in the frame of the EOSC Symposium in October 2024. Meanwhile\, the discussions are intensifying on the aims\, structure and tasks of the individual EOSC Nodes that will complement the EOSC EU Node to initiate the formation of the EOSC Federation. \nThe Tripartite Governance of EOSC is therefore launching a questionnaire to gauge the scale and scope of general interest and readiness for the build-up phase of the EOSC Federation. Interested parties are invited to reply to the questionnaire as the first step in their eligibility to contribute to a testbed of potential EOSC Nodes representing the different stakeholders involved in the research communities of Europe. \nBased on the replies to the questionnaire\, several organisations will be invited by the Tripartite Governance to contribute to the refinement of the EOSC Federation concept during the build-up phase. The build-up phase will help the Tripartite to gain experience from cooperation between the future EOSC EU Node and the individual future EOSC Nodes\, and to test the different aspects of the EOSC Federation Handbook in practice. The invited organisations shall reflect the different types of stakeholders and organisations to ensure the best possible representation of the various European research communities. \nNo additional funding is associated with this activity. Submitting the questionnaire does not commit the respondent to onboard their resources (i.e. services/data repositories) nor to establish a future EOSC Node. At the same time\, the invitation to form a node in the build-up phase does not automatically guarantee the status of a federated EOSC Node at a later stage. The decision of the future structure\, organisation and funding of EOSC will follow the negotiations of the next European Framework Programme for Research and Innovation\, FP10. \nAn overview of the results of this questionnaire will be shared with respondents and will be used to plan the next steps in the building of the EOSC Federation. \nWEBINARS FOR PARTIES INTERESTED IN BUILDING UP THE EOSC FEDERATION\nThe EOSC Association will hold two webinars in June to explain the purpose of the questionnaire and provide guidance on how to complete it. Registration is required to attend. DESCRIPTION:The development and deployment of the European Open Science Cloud (EOSC) is a continuous and rapidly evolving process directed by the European co-programmed Partnership for EOSC. \nThe EOSC Partnership’s Strategic Research and Innovation Agenda (SRIA) defines the general framework for future research\, development\, and innovation activities in relation to EOSC\, and will serve as the Partnership’s guiding document for the coming four years. \nRecent developments in relation to EOSC have been considerable and are increasing in speed\, giving rise to the need to formulate a new SRIA to guide the further development. The process to accomplish this will run throughout 2024. The new document will become SRIA 2.0 and will be the basis for the development of EOSC going forward.
