SUMMARY:Data stewards\, skills and training for Open Science and FAIR practices
DESCRIPTION:Expected Outcome:Projects are expected to contribute to all of the following expected outcomes: \n\nDefinition of consistent core curricula for data stewards throughout Europe\, fostering the adoption of Open Science and FAIR principles.\nEnhanced data steward skills\, enhancing their ability to manage and interpret complex data.\nAdvancement of Open Science education throughout all research career stages. Creation and standardisation of open science curricula tailored to researchers at all career stages\, promoting consistency and collaboration in Open Science practices.\nExpansion and strengthening of existing competence networks\, broadening their scope across countries and disciplines and improving their readiness to support the uptake of Open Science and of EOSC. Development of a sustainable coordination network model to support synergies and continued growth.\nMainstreaming transparent\, aligned\, and interoperable Open Science practices and promoting efficiency and trustworthiness in the management of FAIR digital objects.\n\nScope:The uptake of Open Science practices and of the European Open Science Cloud (EOSC) requires dedicated\, professional profiles for data curation and data management\, as well as equipping researchers with adequate skills and supporting them for the sharing and re-use of FAIR research digital objects. However\, at present\, data stewards and related profiles lack well-defined career paths\, and data sharing and other open science practices are not fully mainstreamed within the research community and are often not recognised in research assessment practices. \nThe objective of this topic is to foster a stronger culture of Open Science and to address gaps related to the professionalisation of data stewards and to the acquisition and recognition of open science and data management skills at all career levels. This requires the identification of consistent core curricula for data stewards\, together with the further development and coordination of competence centres at the European level. \nProposals are expected to cover the following activities: \n\nCoordinating European-level actions to make data steward curricula management consistent and to propose mechanisms to monitor their suitability and possible evolution.\nEnhancing data steward and researcher curricula with Open Science and FAIR practices\, ensuring adaptability at the different contexts\, levels and scientific domains of applicability.\nAddressing diverse data steward levels\, including support staff and researchers.\nCollaborating with existing competence centres to foster Open Science and FAIR networks.\nLeveraging national networks and related institutional initiatives for European-level coordination.\nLaunching outreach programs targeting early-career researchers and less-structured communities.\nOffering support to countries and institutions that are underrepresented and bolstering national competence centre networks.\n\nProposals are expected to build on and align with the European Competence Framework for Researchers (ResearchComp)[1] and with the revised Charter for Researchers[2]\, which underline the importance of Open Science competences and practices in research careers. Proposals should also seek for synergies with the activities of the Coalition for Advancing Research Assessment (CoARA) in order to reach a better recognition of open\, collaborative practices in research assessment. \nTo ensure complementarity of outcomes\, proposals are expected to cooperate and align with activities of the EOSC Partnership and to coordinate with relevant initiatives and projects contributing to the development of EOSC. In particular\, proposals should take account of the results of the Skills4EOSC and FAIR-IMPACT projects and interact with related initiatives aimed at developing competence centres and at improving FAIR data practices in different contexts\, like in research infrastructures\, research performing organisation and higher education institutions. In particular\, cooperation is expected with project(s) funded by call topic HORIZON-INFRA-2025-01-EOSC-02. Proposals are expected to propose adequate measures and tailor its support to different levels and contexts of data stewardship. \nProposals are expected to establish interactions with the operators of the EOSC Federation\, in order to ensure alignment with the policies and practices of the EOSC Federation\, notably on the area of data interoperability standards\, persistent identifiers and others to identify useful tools and resources for the broad EOSC community. SUMMARY:EOSC Nodes with federating capabilities for the EOSC Federation
DESCRIPTION:Expected Outcome:Project results are expected to contribute to the following outcomes: \n\nThe EOSC federation will be established as a distributed system of systems\, comprising of independently managed EOSC nodes that collaborate to augment their contribution to EOSC users whilst ensuring resilience of the interconnected systems by supporting the common federating capabilities.\nResearchers will benefit from unified support aimed at integrating their research environments with the EOSC federation and this coordinated assistance will streamline the alignment of research practices with the EOSC ecosystem.\n\nScope:The call aims to further develop the cross-domain EOSC system of systems\, building upon the results of the previous INFRAEOSC calls[1]. The focus is on developing and expanding the EOSC federation through a network of nodes as baseline elements of the federation model. These EOSC nodes will establish a set of essential federating capabilities\, compatible with the EOSC EU Node reference architecture\, following the EOSC Federation Handbook and EOSC interoperability framework. They should have a clearly described identity and offer unique value to EOSC users\, for example representing a specific thematic domain (e.g. data or computing) or geographical area amongst the Horizon Europe participating and associated countries. \nTo become an EOSC node\, the proposals are expected to demonstrate the ability to assess and address the existing gaps regarding the federating capabilities at technical\, legal and organisational level. The proposals are expected to indicate adherence to the EOSC governance structure\, federation policies and capabilities. They should also address business models\, service management procedures\, and technical and semantic interoperability. Furthermore\, the proposals should propose a credible plan to ensure the sustainability of the proposed solutions beyond the project lifespan\, including how to take over or replicate the federating role currently ensured by the EOSC EU Node[2]. \nMore specifically\, the proposals should focus on all of the following aspects: \n\nSatisfy the minimal node requirements as defined by the EOSC tripartite governance[3]\, and go beyond them by further development and refinement of the harmonized participation model\, taking into account the variety of thematic and national dimensions in the EOSC federation. These requirements include:\n\nCompliance with the requirements on the legal status of the organisation;\nCompliance with the requirements aiming at large-scale\, quality service provisioning;\nCapacity to onboard third-party services[4];\nCapacity to contribute to and/or take-over the EOSC federating capabilities;\nAdoption and integration of the EOSC federation rules and policies\, and further refinement and practical adaptation of best practices;\nSupport to effectively monitor and report the activities of the services provided.\n\n\nIntegrate and offer EOSC core federating capabilities pioneered by the EOSC EU Node\, such as Authentication\, Authorisation and Accounting\, Research Catalogues and Knowledge Graph\, Application Workflows\, Monitoring and Helpdesk\nContribute to a robust and coordinated strategy for evolving and sustaining the federated governance model for EOSC by fostering effective collaboration and coordination among the other node operators offering federating capabilities. This can be done for example by distributing the work and taking a share in facilitating the identification\, selection and integration/enrolment of other organisations interested in becoming responsible for operating an EOSC node and representing various countries\, regions and scientific disciplines.\nEnrich the existing guidelines and best practices for the onboarding and enrolment processes.\nEvolve and refine the EOSC federation specifications to drive the evolution across governance\, operations\, sustainability and technical interoperability.\nDesignate and train the EOSC node operators\, especially those offering federating capabilities\, for high level of responsibilities within the EOSC federation.\nDevelop and run community engagement and support programmes around the EOSC nodes and the surrounding ecosystem.\n\n[1] https://ec.europa.eu/info/funding-tenders/opportunities/docs/2021-2027/horizon/wp-call/2021-2022/wp-3-research-infrastructures_horizon-2021-2022_en.pdf; \nhttps://ec.europa.eu/info/funding-tenders/opportunities/docs/2021-2027/horizon/wp-call/2023-2024/wp-3-research-infrastructures_horizon-2023-2024_en.pdf \n[2] https://open-science-cloud.ec.europa.eu/. SUMMARY:CoARA's Second Call for Cascade Funding
DESCRIPTION:Summary of the Call\n\nThis call for Cascade Funding aims to enhance institutional change and target pilot and exchange-of-knowledge initiatives. It will fund +20 projects facilitating knowledge-exchange\, piloting new initiatives within institutions\, and enabling lasting institutional change. As such\, it encourages and supports research organisations to investigate and test what will efficiently work ‘in real life’. \nMore specifically\, the first call aims to: \n\nFacilitate the exchange\, transfer and adaptation of proven good practices and their adoption in research organisations.\nCatalyse the set-up or transformation of research assessment practices and tools in line with the commitments of the Agreement on Reforming Research Assessment.\nSupport the development and testing of new and innovative research assessment approaches\, models and procedures.\n\nProjects can be proposed by any of the organisation types specified below through a cascading grant mechanism. By the end of the programme\, it is expected to have a diverse portfolio of projects available that will translate the shared vision outlined in the Agreement into tangible\, lasting institutional changes in research assessment practices. \n\n\n\n\n\n\n\nKey Figures\n\n\n\n\nTotal funding\n€2.33m total funding – €1.22m to be released in the second round.\n\n\nFunding per project\n€ 30\,000 to € 60\,000: a lump sum\, depending on the type of project\n\n\nNumber of projects\nto be funded\n50 overall: 25 projects selected in the first round. Up to 25 projects to be selected for the second round\n\n\nTarget applicants\nLegal entities interested in reforming research assessment practices in their institutions\n\n\n1st call\n26 April – 26 June 2024\n\n\n2nd call\n21 February – 21 April 2025 (closes at 17h CET)\n\n\nDuration of the projects\nImplementation within 12 months after signature of a Third-Party Project Agreement – TPPA\n\n\nStart of the projects\n1 September 2025\n\n\n\n\n\n\n\n\n\n\nContext of the Call\n\nOver 800 research organisations\, funders\, assessment authorities\, professional societies\, and their associations have agreed on a common direction and principles for reforming the assessment of research\, researchers and research organisations\, outlined in the Agreement on Reforming Research Assessment. They have also committed to implement changes within their organisations. \nCoARA\, the Coalition for Advancing Research Assessment\, offers a platform for collaboration and mutual learning. However\, given the complexity of the reform process\, providing support for institutions to test\, design\, and carry out in-depth institutional changes is crucial to implement the Agreement commitments. \nThe CoARA Boost project\,funded by the European Union\, strengthens CoARA’s operational capacity. It provides a means to develop a critical mass for reforming research assessment\, to generate gravitas for new members as well as to investigate and implement new models for research assessment. \nThe Cascade Funding Programme within CoARA Boost represents more than half of the project’s overall budget. This programme will support a minimum of 50 organisations in tackling specific challenges related to reforming research assessment and implementing the Agreement commitments. By supporting different types of proposals\, the programme will maintain a balanced portfolio of projects. The cascade funding programme consists of two rounds of open calls\, the first one launched in April 2024 and second one in mid-February 2025. \n\nCascade Funding Second Call Text

SUMMARY:3rd Open Call for Financial Support
DESCRIPTION:The final open call for financial (Route 2) support is open for applications from 9th October to 4th December 2024. Applicants can apply to join the following support actions.\n  \n\n\n\n #1: Managing data types\, schemas and vocabularies and crosswalks for FAIR researcher related metadata \nThe support action will introduce successful applicants to three tools developed by the FAIRCORE4EOSC (FC4E) project. These include the Data Type Registry (DTR)\, vocabulary service\, and Metadata Schema and Crosswalk Registry (MSCR).  \nIn this support action the participants will use one or more of the FC4E tools to enhance the machine-actionability of their existing schema and crosswalk specifications. This could mean for example the registration of schema from public APIs to the MSCR and creation of mappings from those service specific data models to common formats such as Datacite and DCAT or creating a metadata schema using enriched schema elements registered in the DTR. \nSuccessful applicants will receive 5000 € to support their participation.  \nLearn more and apply \n  \n\n\n\n#2: Creating EOSC compliant interoperability policies based on EOSC Interoperability Framework (IF) \nOne of the main concerns when we deploy a service\, especially those related to data\, is how this service can work with others. This is relevant for services to be integrated in the EOSC ecosystem. The creation of the EOSC IF is an effort to analyse the gaps and problems addressed in this context. Also\, it provides recommendations to improve this integration. One of the main challenges is to translate these recommendations into specific actions. This question is addressed in the work being done by FAIR IMPACT in the context of the production of interoperability guidelines. \nIn this support action\, successful applicants will analyse the interoperability status of their services using tools such as the Compliance Assessment Tool (CAT). After this analysis\, we will identify actions that they can carry out to improve the interoperability of their services based on the guidelines provided. \nSuccessful applicants will receive 5000 € to support their participation.  \nLearn more and apply \n  \n\n#3: Testing the trustworthy and FAIR-enabling repositories prototype\nFAIR-enabling and trustworthy data repositories play a central role in making and keeping data FAIR over time. While there is ongoing debate on what constitutes trustworthiness\, there is broad agreement that transparency and evidence is essential to enable end users to make informed decisions about the repository services they use. In this support action successful applicants will have the opportunity to test a prototype developed by FAIR-IMPACT to expose relevant metadata at the organisational and object level. \nSuccessful applicants will receive 5000 € to support their participation.  \nLearn more and apply \n  \n\n#4: Implementation of a shared API for semantic catalogues \nA lot of valuable information in the form of ontologies\, vocabularies\, etc. are publicly available and are contained in numerous catalogues. Our aim is to facilitate increasing the FAIRness (Findability\, Accessibility\, Interoperability and Reusability) of these catalogues via the use of a common data model to describe the holdings of the catalogues as well as the adoption of a common Application Programming Interface (API) to query the catalogues. \nWe invite Semantic Artefact Catalogue (SAC) providers to apply to join this support action to implement an API based on the Metadata for Ontology Description and Publication (MOD) ontology to promote interoperability and enhance access to SACs. This API enables a uniform interface to semantic artefacts (SA)\, enabling seamless querying by stakeholders\, regardless of domain. This open call is an opportunity for SACs to participate in a community-driven effort to improve the FAIRness of their resources through the adoption of this API. \nSuccessful applicants will receive 8000 € to support their participation.  \nLearn more and apply \n\n\n\n\n\n\n\n\nOpen call details\n\n\n\nSupport actions announced via website\n30 September 2024\n\n\nWebinar to showcase the support actions on offer and \nWatch the recording\n09 October 2024 14-15 CEST\n\n\nGrant platform open for applications\n11 October 2024\n\n\nInformal virtual clinic for potential applicants to ask questions about the support actions and application process \nAttend the Webinar\n13 November  2024\, 14-15 CET\n\n\nDeadline for applications to join support actions\n4 December 2024\n\n\nEvaluation and selection of applicants\nend of December 2024\n\n\nApplicants informed of decision\n8 January 2025\n\n\nExpected start date for support actions\nmid to late January 2025 (see each support action for specific dates)\n\n\n\n  \nDo you have questions? The use cases should be driven by real-life user needs and consider the long-term sustainability of such federations. The use cases should include Research Infrastructures able to federate within EOSC and users which gain novel capabilities for their research work.\nThrough the outcomes of the use cases\, the CSA should propose to the EC and current EOSC governance a set of operational Rules of Participation and common set of policies and minimum requirements to be applied consistently across the EOSC federation.\nThis set of rules\, policies and requirements should be detailed in such a way they can be introduced in the operation of ESFRI\, ERICs and other international\, national or institutional RIs at the subdomain\, domain and interdisciplinary levels as concerns the EOSC federation.\nThey should be developed\, maintained\, and updated in accordance with the progressive deployment of the EOSC Core\, EOSC Exchange and EOSC sustainability models and be based on latest input by the Task Forces of the EOSC Association and any additional\, relevant input by the research community.\n\nScope: \nProposals are expected to cover the following activities: \nThe CSA should explore concrete use cases of federations of Research Infrastructures and data/service providers to the EOSC Core Platform (EU Node). The CSA should contribute to the further evolution of the Rules of Participation and Acceptable Use Policies based on the identification of specific commitments and needs of the different contributors of the EOSC federation\, and contribute to the related development of guidelines and recommendations on various aspects (incl. interoperability framework)\, and with this further promote the EOSC Core Platform (EU Node). This work should be done in close collaboration with relevant stakeholders\, such as the contractors providing the Managed Services for the European Open Science Platform (EU Node)[1] \, Research Infrastructures\, thematic EOSC communities and EOSC national nodes. \nTo this end\, the CSA should engage with and further build the EOSC federation community\, and assist in the development of a common framework on the various aspects of the federation\, including the following dimensions: \n\nLegal\nBusiness model and incentive structure\nInteroperability framework\, including the support for FAIR principle and handling of PIDs across EOSC federation\nEOSC Authentication and Authorization Infrastructure\nEOSC Security Coordination\nEOSC Rules of Participation.\n\nCoordination and collaboration with the Data Spaces Support Centre (DSSC) is required in order to take stock of identified common data infrastructure requirements\, including technologies\, processes\, standards\, and tools that will allow reuse of data across the various data spaces \nAlso\, synergies should be established with the contractors of SIMPL[2] as foreseen in the latter’s procurement technical specifications\, to avoid duplicating efforts and funding among major Union initiatives. The CSA should further provide an analysis of the status quo including the identification of gaps\, on the basis of which an actionable roadmap shall be established with actions differentiated by main actors and levels (EU or national\, topical or cross-cutting). \nThe proposed work should incorporate the necessary coordination efforts and resources with other relevant projects and the European Open Science Cloud (EOSC) governance structure in the context of the EOSC partnership. \n[1]Managed Services for the European Open Science Cloud (EOSC) Platform \n[2]Smart middleware that will enable cloud-to-edge federations and support all major data initiatives funded by the European Commission

SUMMARY:Expedition Zukunft START 2024/2

SUMMARY:OSCARS 1st Open Call for Open Science Projects and Services
DESCRIPTION:The aim of the call is to support researchers engaging in or developing Open Data Research by conducting science projects that facilitate and foster sharing research data and results based on FAIR principles. Proposals that develop and/or make available services or tools (software; hardware; middleware; protocols; standards; benchmarks; documentation and training/mentoring materials; activities and resources)\, which enable Open Research in a field and encourage open science practice based on FAIR principles\, are also eligible. \nOpen Science Projects or Open Science Services are research activities that exploit or foster the adoption of FAIR data\, strengthen FAIR competences\, practices and technologies. They are expected to leverage and/or exploit the Science Clusters’ services aimed at demonstrating and piloting the use of EOSC resources. They can be cross-RI and/or cross-domain as well as projects with a high societal relevance (potentially multidisciplinary and/or cross-cluster). These projects can be proposed over a large spectrum of scientific domains\, including industrial sectors. Therefore\, they can be submitted by organisations/researchers beyond the current group of RIs that are partners within the Science Clusters\, emerging RIs or recently included in the updated ESFRI Road map. They can involve engagement with academic groups and industry\, University Associations/Learned Societies\, citizen scientists and the long tail of science. \nThe Principal Investigators of these activities have to commit to the FAIR management of the achieved scientific results and all associated digital objects. A particular attention will be reserved for relevant datasets from RIs\, the innovative software and services for interoperability and legacy of data. Projects must deposit the digital research data generated in the Science Clusters’ trusted catalogues or other trusted repositories federated in the EOSC. The projects should aim at enhancing the involvement of researchers in Open Science.
