DESCRIPTION:The European Commission’s Directorate-General for Research and Innovation (DG RTD) and Directorate-General for Communications Networks\, Content and Technology (DG CNECT) are organising a technical launch event of the EOSC EU Node online on 10 October 2024 at 9.30 – 13.15 CEST. \nSupporting the EU’s Policy of Open Science\, the European Open Science Cloud (EOSC) aims to give the EU a global lead in research data management and ensure that scientists in Europe enjoy the full benefits of data-driven science. To foster the development of EOSC\, the European Commission has deployed into production the EOSC EU Node in the form of managed services provided by third-party contractors. \nThe online launch event will focus on a technical demonstration of the EOSC EU Node\, provided by the contractors at first hand\, who are also responsible for the operations\, maintenance and support of the services. \nA panel on the buildup of the EOSC Federation will reflect on the importance of this milestone\, its impact on the future development of EOSC\, on the buildup of the EOSC Federation and on the broader adoption of Open Science principles. The moderated panel discussion will feature representatives from the EOSC Association and its Board of Directors\, EOSC Steering Board\, the European Commission\, the contractors providing the EOSC EU Node and the research community.

SUMMARY:ESFRI Roadmap 2026 InfoDay
DESCRIPTION:The ESFRI Strategic Report on RIs in Europe\, known as the ESFRI Roadmap\, has been\, for the past 22 years\, the prestigious result of a laborious collaborative process aspiring to guarantee the creation of and access to large European Research Infrastructures with the vision to expand European scientific excellence. \nESFRI organises an Information Day\, on 8 October 2024 in Brussels\, to kick-off the process of updating its Roadmap (to be completed in 2026). Top Roadmap stakeholders will provide a thorough presentation of the requirements\, the procedure and the methodology of selection of proposals for new RI Projects to enter the Roadmap. There will also be further presentations on the monitoring of ESFRI RI projects already on the Roadmap. \nThe Info Day will last the whole morning of the 8 October and will be hosted by the European Commission in Brussels. \nAttendance requires physical presence and registration is open to all\, until maximum venue capacity is reached. DESCRIPTION:Die FAIR-Prinzipien (Findable\, Accessible\, Interoperable\, Reusable) sind mittlerweile die anerkannten Leitlinien im Umgang mit Forschungsdaten und legen den Fokus auf technische und organisatorische Aspekte wie die Annotation von Metadaten\, die Veröffentlichung und Registrierung von DOIs sowie die Vergabe von Lizenzen für eine möglichst freie Nachnutzbarkeit. Die möglichst freie Verfügbarkeit und ein freier Datenaustausch sind die gesetzten Ziele. \nDie CARE-Prinzipien (Collective Benefit\, Authority to Control\, Responsibility\, Ethics) hingegen stehen für einen angemessenen Umgang mit Daten\, die indigene Gemeinschaften betreffen\, und sollen die FAIR-Prinzipien ergänzen. Im Gegensatz zu FAIR fokussiert sich CARE nicht auf die Erleichterung des Datenaustauschs\, sondern auf die Wahrung der Interessen indigener Gemeinschaften\, einer fairen Beteiligung an der Wertschöpfungskette und der Rückgabe von Kontrolle über Daten wie Bildern und Artefakten. \n\nCollective Benefit zielt darauf ab\, Daten indigener Gemeinschaften so zu verwenden\, dass diese daraus Nutzen bei öffentlichen Entscheidungsprozessen\, der Selbstbestimmung und der gerechten Realisierung von generierten Werten haben.\nAuthority to Control verfolgt das Ziel\, die Rechte indigener Gemeinschaften an ihren Daten anzuerkennen und zu wahren. Das erstreckt sich über die Erhebung und Nutzung von Daten im Rahmen der Selbstbestimmung bis hin zur aktiven Kontrolle des Zugangs zu Daten indigenen Ursprungs.\nResponsibility richtet sich an diejenigen\, die mit Daten indigenen Ursprungs arbeiten. Diese müssen belegen\, wie sie mit diesen Daten umgehen und welcher Nutzen für die indigene Gemeinschaft daraus entsteht. Die Nutzung indigener Daten verlangt dabei die Sicherstellung eines respekt- und würdevollen Umgangs mit den Daten. Gleichzeitig soll die Data Literacy indigener Gemeinschaften soweit ausgebaut werden\, dass diese Daten eigenständig und im Einklang mit ihren Werten erstellen kann.\nDer Ethics-Aspekt legt fest\, dass die Rechte indigener Gemeinschaften und deren Wohlergehen gewahrt werden. Dazu zählt die Vermeidung von Schaden durch die Datennutzung\, ein gerechter Umgang mit dem Ungleichgewicht von Macht und Ressourcen sowie die Berücksichtigung der zukünftigen Datennutzung.\n\nDer Vortrag streift Fragen der Forschungsethik und stellt die CARE-Prinzipien sowie deren praktische Umsetzung vor. This journal transitioned to Diamond Open Access when its Editorial Team and Board\, as well as its reader and author community\, decided to abandon the Elsevier-owned journal Lingua to found Diamond OA Glossa. Rooryck is a member of the Academia Europaea\, a doctor honoris causa of the Arctic University of Norway (UiT)\, and a visiting professor at Leiden University\, where he was chair of French linguistics from 1993 to 2020.

SUMMARY:Shaping the Future of Cultural Heritage: “Connecting the Cultural Heritage Cloud with the common European data space for cultural heritage and the European Open Science Cloud”
DESCRIPTION:The Cultural Heritage Cloud – or European Collaborative Cloud for Cultural Heritage (ECCCH) – is a European Union initiative to create a digital infrastructure that will connect cultural heritage researchers and professionals across the EU. It will develop specific digital collaborative tools for the sector while removing barriers for smaller and remote institutions. The goal is to help cultural heritage institutions\, research organisations and other professional organisations of all kinds and sizes to work with their digital objects in a more visible\, interconnected\, harmonised\, and informed way\, to successfully cope with the challenges the digital transition poses to the sector and seize its opportunities. The Cultural Heritage Cloud will add a new digital dimension to cultural heritage preservation\, conservation\, restoration and enhancement by providing cutting-edge technologies\, for instance for the digitization of artefacts or for researching artworks. The implementation of this initiative has now begun with the EU-funded project ECHOES – European Cloud for Heritage OpEn Science\, which started on the 1 of June 2024. \nTwo other initiatives are currently running at European level: \n\nfunded by the Digital Europe programme\, the common European data space for cultural heritage is an EU flagship initiative to accelerate the digital transformation of the sector and foster creation\, access and reuse of heritage data.\nThe vision for the European Open Science Cloud (EOSC) is to put in place a system for researchers in Europe to store\, share\, process\, analyse\, and reuse data within and across disciplines and borders.\n\nIn this webinar\, we’ll learn more about the Cloud and two other European initiatives\, and how they are interconnected and complementary\, how these initiatives interact with the Cloud\, and what the added value of such connections is for the cultural heritage community.

DESCRIPTION:In the context of its role in the Tripartite Group\, EOSC-A is leading on the drafting of the EOSC Federation Handbook\, which will comprehensively address the purpose\, structure\, governance\, architecture and operations of the EOSC Federation. \nThe EOSC Federation Handbook is being written collaboratively with weekly meetings of the writers and monthly meetings with the reviewers and the Tripartite Group. \nThe first three chapters of the EOSC Federation Handbook addressing\, respectively\, the “Purpose”\, “Governance and legal framework”\, and “Operational structure and responsibilities” of the EOSC Federation have been drafted following this process\, and will be made available for a community consultation from 16-26 September 2024. \nThe results of this consultation will be presented at the EOSC Symposium 2024 in Berlin and integrated into the initial chapters of the Handbook\, which will be submitted for endorsement at November’s European Tripartite meeting.

A three-week consultation to gather community feedback on the draft MAR opened today and will run through 22 September 2024 (23:59 CEST). Submit your feedback here. \nThe EOSC Association periodically updates the MAR to define a set of actions and outcomes in line with the latest technical and policy framework developments. The MAR is a part of the EOSC Partnership’s Strategic Research and Innovation Agenda (SRIA)\, a document co-owned by the EOSC Association and the European Commission that defines the general framework for future research\, development\, and innovation activities in relation to EOSC.

SUMMARY:Future Engagement Model for the EOSC Federation (2024) (HORIZON-INFRA-2024-EOSC-02)
DESCRIPTION:The work of this CSA should build on the (federation) services offered by the European Commission’s EOSC Core Platform and provide feedback and input for the evolution of the EOSC Core Services and the EOSC Exchange to ensure a wider uptake. In this context\, the CSA will also assist with the update and promotion of the EOSC Interoperability Framework and assist in the set-up a process for its updates. \n\nThe CSA should execute at least two use cases to demonstrate and promote the use of the federation services provided by the EOSC Core Platform (EU Node) and document the experience and lessons learned. The use cases should be driven by real-life user needs and consider the long-term sustainability of such federations. The use cases should include Research Infrastructures able to federate within EOSC and users which gain novel capabilities for their research work.\nThrough the outcomes of the use cases\, the CSA should propose to the EC and current EOSC governance a set of operational Rules of Participation and common set of policies and minimum requirements to be applied consistently across the EOSC federation.\nThis set of rules\, policies and requirements should be detailed in such a way they can be introduced in the operation of ESFRI\, ERICs and other international\, national or institutional RIs at the subdomain\, domain and interdisciplinary levels as concerns the EOSC federation.\nThey should be developed\, maintained\, and updated in accordance with the progressive deployment of the EOSC Core\, EOSC Exchange and EOSC sustainability models and be based on latest input by the Task Forces of the EOSC Association and any additional\, relevant input by the research community.\n\nScope: \nProposals are expected to cover the following activities: \nThe CSA should explore concrete use cases of federations of Research Infrastructures and data/service providers to the EOSC Core Platform (EU Node). The CSA should contribute to the further evolution of the Rules of Participation and Acceptable Use Policies based on the identification of specific commitments and needs of the different contributors of the EOSC federation\, and contribute to the related development of guidelines and recommendations on various aspects (incl. interoperability framework)\, and with this further promote the EOSC Core Platform (EU Node). This work should be done in close collaboration with relevant stakeholders\, such as the contractors providing the Managed Services for the European Open Science Platform (EU Node)[1] \, Research Infrastructures\, thematic EOSC communities and EOSC national nodes. \nTo this end\, the CSA should engage with and further build the EOSC federation community\, and assist in the development of a common framework on the various aspects of the federation\, including the following dimensions: \n\nLegal\nBusiness model and incentive structure\nInteroperability framework\, including the support for FAIR principle and handling of PIDs across EOSC federation\nEOSC Authentication and Authorization Infrastructure\nEOSC Security Coordination\nEOSC Rules of Participation.\n\nCoordination and collaboration with the Data Spaces Support Centre (DSSC) is required in order to take stock of identified common data infrastructure requirements\, including technologies\, processes\, standards\, and tools that will allow reuse of data across the various data spaces \nAlso\, synergies should be established with the contractors of SIMPL[2] as foreseen in the latter’s procurement technical specifications\, to avoid duplicating efforts and funding among major Union initiatives. The CSA should further provide an analysis of the status quo including the identification of gaps\, on the basis of which an actionable roadmap shall be established with actions differentiated by main actors and levels (EU or national\, topical or cross-cutting). \nThe proposed work should incorporate the necessary coordination efforts and resources with other relevant projects and the European Open Science Cloud (EOSC) governance structure in the context of the EOSC partnership. \n[1]Managed Services for the European Open Science Cloud (EOSC) Platform \n[2]Smart middleware that will enable cloud-to-edge federations and support all major data initiatives funded by the European Commission
